# Range Management

**Research Preview.** This module is new and actively evolving — screens and behaviour will change as we learn what works. From **1 April 2028**, lead projectiles (bullets and slugs) may only be used on an outdoor range if the range has reduced the environmental risk so far as is reasonably practicable, **documented** those actions, and **submitted a declaration** to its enforcing authority.

The Range Management module turns that into a manageable, repeatable record-keeping job. It lets a managed outdoor range:

* build a structured environmental profile of the site,
* keep evidence of lead reclamation, soil & water monitoring, and the risk-reduction measures in place,
* assemble that evidence into a single pack "available on request", and
* produce and track the declaration, including the 3-yearly renewal clock.

Always check your own obligations against current guidance from the NRA and your enforcing authority.

## Who is in scope?

The module appears for any range your club **manages** (not one you borrow for the day), indoor or outdoor — every managed range has backstops to maintain, lead to recover and waste duties to evidence.

What differs is the REACH layer:

* **Outdoor ranges** get the full set, including the site environmental profile, soil & water monitoring and the declaration — the REACH lead-projectile restriction applies to outdoor ranges.
* **Indoor ranges** get the maintenance plan, backstops, lead inventory, reclamations and waste consignments. The REACH-specific tabs don't apply and stay hidden.

Ranges you don't manage, and locations typed "other", are out of scope.

## The timeline at a glance

| Date             | What happens                                                                                                                                                            |

| 1 April 2026     | Restriction in force in England, Scotland & Wales (not Northern Ireland).                                                                                               |
| **1 April 2028** | Lead projectiles banned on outdoor ranges **unless** you've taken action, documented it, and submitted your declaration. Submit before this date for uninterrupted use. |
| Every 3 years    | The declaration must be re-submitted (or whenever your information changes).                                                                                            |

## Your enforcing authority

The module works out who receives your declaration from the range's nation:

* **England** — Environment Agency (EA)
* **Wales** — Natural Resources Wales (NRW)
* **Scotland** — Scottish Environment Protection Agency (SEPA)

## Who can do what

Full admins always have complete access. If you'd rather not hand out admin accounts for range work, three ready-made roles scope access to this module only — assign them from the member's profile like any other role:

| **Range Manager** | Everything in this module: maintenance planning, backstops, the site profile, declarations and exports — but nothing else in the admin area.                                                                                             |
| **Range Staff**   | Sees everything; records day-to-day work — marking maintenance tasks done, logging reclamations, samples and waste hand-overs — and correcting or voiding their own entries. Can't change the plan, the site profile or the declaration. |
| **Range Viewer**  | Read-only, plus downloading the evidence pack and declaration exports. Good for committee oversight or your land owner.                                                                                                                  |

Each person still accepts the Research Preview terms on first use, and every action is logged against the individual account — so work recorded by range staff is attributed to them, not to a shared admin login.

## How the module is organised

Each managed range gets its own **compliance hub** — open **Range Management** from the main admin menu and click the range, or use **Open compliance hub** on the range's page. The hub has a tab for each part of the job:

* **Overview** — status at a glance, what needs doing next, and a getting-started checklist.
* **Site profile** — boundaries, wildlife notes and nearby water.
* **Soil & water** — sampling schedule, pH guidance and history.
* **Lead & reclamation** — the lead inventory, reclamations and waste consignments.
* **Actions & maintenance** — your maintenance plan and the log of measures in place.
* **Declaration** — the declaration itself, its history and the evidence pack.
